Short answer
Copy an ad's EU reach from the Meta Ads Library, pick the EU country and the niche, and the estimator multiplies reach ÷ 1,000 × CPM × frequency. The CPM is pre-filled from Pantheon's estimates for 25 EU countries and 17 niches, in euros. The result is an estimate, and only ads delivered in the EU have a reach.
How to estimate a competitor's ad spend in 3 steps
- Open the Meta Ads Library, choose an EU country and search the brand or a keyword.
- On the ad card, click "See ad details" and open "Transparency by location". Copy the EU reach and note the country with the largest share. The step-by-step reach guide shows where to find it.
- Paste the reach above, pick that country and the advertiser's niche. Adjust the frequency if you know it, and read the estimated spend.
How is the estimate calculated?
Meta publishes the reach, not the impressions or the spend. Reach × frequency gives the impressions, and the CPM is the cost of 1,000 impressions:
Estimated spend = (EU reach ÷ 1,000) × CPM × Frequency
| Input | Value |
|---|---|
| EU reach | 200,000 |
| Frequency | 1.5 (so 300,000 impressions) |
| CPM (Germany, country average) | €8.98 |
| Estimated spend | 200 × €8.98 × 1.5 = €2,694 |
Reach counts accounts, impressions count views: one account can see the same ad several times. That is why the frequency matters as much as the CPM.
Which CPM and frequency should you use?
The best CPM is your own, from campaigns in the same niche and country. Without data of your own, the estimator uses Pantheon's estimates. Country averages for the largest EU markets, in euros:
| Country | Average CPM (€) | Average CPM (USD, source) |
|---|---|---|
| Germany | 8.98 | 10.05 |
| Netherlands | 8.22 | 9.20 |
| France | 7.19 | 8.05 |
| Italy | 6.43 | 7.20 |
| Spain | 5.18 | 5.80 |
| Poland | 4.91 | 5.50 |
| EU average (25 countries) | 6.32 | 7.07 |
Benchmark period August 2025 to July 2026, averaged over 12 months (Q4 is usually more expensive, January and February cheaper). Pantheon publishes the values in US dollars; we convert them at the ECB reference rate of 23 October 2026, 1 EUR = 1.1193 USD. All 25 countries and 17 niches: Meta ads cost in Europe by country and niche or download the CSV.
Frequency: use the average of your own campaigns. Without data, Databox (March 2026) reports a median campaign frequency of 3.01, with stable top-performing campaigns around 2.21. The estimator starts at 1.5 and shows the range up to 3.
How accurate is the estimate?
It gives the order of magnitude of a budget, not the amount the advertiser paid. What moves the real figure:
- The real CPM: bidding, campaign objective, placements, audience and season change it. A CPM in your own niche and country beats any benchmark.
- The frequency: a retargeting ad can be seen many more times than a prospecting ad with the same reach.
- Spend outside the EU: the EU reach covers only the EU. A brand that also advertises in the US or the UK spends more than this estimate.
Use it to compare ads and advertisers with the same assumptions, not to quote an exact budget.
Estimate every ad on a page at once
Copying reach by hand works for a few ads. The free Reveal Reach extension reads the EU reach of every ad on a Meta Ads Library page, shows it on each card with the estimated spend at your CPM and frequency, sorts the ads by reach and creates a printable report with the breakdown by age, gender and country.
To understand why the ads that keep running for months work, Pantheon, the ads intelligence platform behind Reveal Reach, analyses them and helps you adapt the same mechanism to your own offer.
Common questions
Can you see the real ad spend in the Meta Ads Library?
No. For commercial ads Meta does not publish the spend, only for ads about social issues, elections or politics, as ranges. For ads delivered in the EU it publishes the reach, and from the reach you can estimate the spend with a CPM and a frequency.
Why does the estimator work only for ads delivered in the EU?
Because Meta publishes the reach only for ads delivered in the European Union, as the Digital Services Act requires. An ad that ran only in the United States or the United Kingdom has no EU reach, so there is nothing to start from.
Does it work for Instagram ads?
Yes. The Meta Ads Library covers ads on Facebook, Instagram, Messenger and Audience Network, and the EU reach includes all the placements where the ad ran.
Where do the CPM values come from?
From Pantheon's Meta Ads CPM estimates for 25 EU countries and 17 niches, benchmark period August 2025 to July 2026, published in US dollars and converted to euros at the ECB reference rate of 23 October 2026 (1 EUR = 1.1193 USD). They are estimates, not Meta data.
Is the estimator free?
Yes. It runs in your browser, needs no account and sends nothing to a server. The Reveal Reach extension, which does the same for every ad on a Meta Ads Library page, is free too, with a free account.
